MIB calls meeting of media and ad bodies to discuss self-declarations

The ministry of information and broadcasting (MIB) has called a meeting of media and ad industry bodies on June 11 to discuss the issue of advertisers giving self-declaration certificates (SDCs) for broadcasting and publishing ads on TV, print, digital, and radio from June 18.Through SDCs, which will have to be given to broadcasters and publishers as proof at the time of issuing ads, advertisers will have to certify that their ads do not contain misleading claims and comply with regulatory guidelines.

The meeting will be held under the chairmanship of MIB secretary Sanjay Jaju and it will also be attended by secretaries from the ministries of health, Ayush, and consumer affairs.

Representatives of the Indian Newspaper Society, Indian Broadcasting and Digital Foundation, Indian Society of Advertisers (ISA), Advertising Standards Council of India, Internet and Mobile Association of India, Association of Radio Operators of India, Digital News Publishers of India (DNPA), CII, and FICCI will also be attending the meeting.

The MIB has asked all the industry bodies to nominate their seniormost person for the meeting by June 10. Google and Meta India have also been invited to the meeting.

ET has seen the notice of the meeting dated June 5.Industry bodies like ISA and DNPA have been seeking a meeting with the ministry to place on record practical difficulties of implementing the SDC mechanism due to the sheer volume of ads being issued daily.On June 3, MIB said an SDC is mandatory for all new ads across TV, print, digital, and radio starting June 18. Without the SDC, advertisers won’t be able to broadcast or publish any ads.

The ministry’s directive follows a May 7 Supreme Court order directing all advertisers and their agencies to submit an SDC before publishing or broadcasting any ad.

The ministry has directed advertisers to submit and generate the SDC through the Broadcast Seva and Press Council of India portals. The SDC mechanism on these platforms was activated on June 4.

ASCI CEO Manisha Kapoor said the council’s advertising advice service can help advertisers be compliant with the ASCI Code, which forms a key part of the Advertising Code under the Cable TV Network (Regulation) Act.
